“US-Canada Sugar Smuggling Scandal Sparks Molasses Ban”

Amid the ongoing trade tensions between the U.S. and Canada, a recent decision to ban Canadian molasses imports has brought to light concerns over sugar smuggling and a clash within the industry involving a major refinery in Hamilton, Ontario.

The ban, set to come into effect on September 29 alongside restrictions on motorcycles, certain dairy products, and most alcoholic beverages, follows lobbying efforts by American sugar producers to increase tariffs on foreign sugar products. They argue that cheaper sugar products from other countries are undercutting their market.

The focus of the ban is on Canadian refineries, which are accused of importing a mixture of raw sugar, molasses, and water while passing it off as pure molasses to bypass sugar tariffs and quotas.

Sugaright, a division of Connecticut-based refiner CSC Sugar, highlighted the issue of diluted Canadian molasses at the International Sweetener Symposium held in Vail, Colo., this summer. The U.S. sugar industry, supported by the federal government, is determined to halt this practice.

The roots of the problem trace back to a case in the 1990s when a Michigan company, Heartland By-Products, mixed molasses with sugar and water in Ontario to import the blend duty-free, prompting concerns over circumventing sugar regulations. Despite the legality of the scheme at the time, industry pressure led to the company closing its operations in the 2000s.

Recent claims by sugar companies about deceptive molasses imports from Canada seem to contradict a report from the U.S. Department of Agriculture (USDA) projecting a decline in molasses imports. However, concerns persist, leading to calls for stricter measures on molasses imports.

Sucro Can Sourcing, a company targeted by these accusations, denies any wrongdoing and has ceased U.S. molasses imports since completing a new refinery in Hamilton. The company refutes the USDA study findings and seeks its retraction.

The American Sugar Alliance, representing U.S. sugar producers, supports the molasses import ban, emphasizing adherence to trade laws and protecting American interests.

Industry experts note the historical challenges of the sugar trade, characterized by smuggling and tariff manipulation, with lobbying playing a significant role in safeguarding profits.

Amidst these developments, questions arise about the rationale behind the molasses import ban and its potential impacts on trade relations between the U.S. and Canada.
